Ten NHS trusts referred over camera monitoring consent issues
Ten mental health trusts have been reported to the regulator after consent problems arose during hearings of the Lampard Inquiry into deaths in Essex units.

NHS England informed the Care Quality Commission about these digital monitoring systems. The inquiry heard that staff knew some patients could not refuse being filmed. Concerns were raised regarding human rights and patient observations in 2021.

Infrared cameras monitor breathing and pulse inside patients bedrooms without staff entry. NHS England advised trusts against introducing this technology in 2023. Baroness Lampard plans interim recommendations if patient safety risks exist.
