Interim recommendations for patient safety

The chair stated she would make interim findings if issues posing an urgent risk to safety are identified. Hearings begin on 5 October before the inquiry decides whether early advice is needed. Any initial guidance will likely address inpatient safety and monitoring technology.

Scope of the investigation

The inquiry examines deaths of more than 2,000 people under Essex mental health services care between 2000 and late 2023. Baroness Lampard noted that evidence heard will be relevant to service providers across England. Concerns regarding privacy and the potential replacement of face-to-face care have also been raised.

Technology under scrutiny

One system being examined is Oxevision, which records footage and vital signs for several NHS trusts. Tammy Smith told the inquiry that such tools remove human interaction from patient care. The technology uses pulse rate data and breathing recordings to detect distress.
