Hong Kong unveils first five-year plan to boost economy and housing
Hong Kong leader John Lee Ka-chiu unveiled the city's first five-year development plan on Wednesday following a two-month public consultation.

Strategic alignment with national goals
The document sets 22 major indicators to guide the territory through the next five years. Five of these are binding targets focused mainly on environmental protection, while seventeen remain anticipatory goals. This roadmap aims to align local priorities with the nation's development blueprint for 2026 to 2030.
Focus on financial and tech hubs
The strategy seeks to cement Hong Kong's position as a global financial hub while expanding technology ties with mainland China. Major objectives include solidifying the city's standing in finance, maritime trade, and investment sectors. The plan also details how the government will implement these strategies annually through its policy address.
Northern Metropolis development project
Officials envisage speeding up the construction of the 30,000-hectare Northern Metropolis near the border with mainland China. This area is intended to serve as a new growth engine for jobs and housing. Upon completion, the site will support living, work, and travel activities to boost sustainable development.
