Von der Leyen stated she wants to work with Canadian Prime Minister Mark Carney to open the door for this unique alliance. The offer creates a new relationship category that is not currently set out in the bloc's treaties. This shift marks a significant change from the EU's historical resistance to flexible membership categories.

Context of strained US relations

The proposal comes as Canada seeks to reduce its heavy dependence on United States trade following a historic breakdown in bilateral relations. Trade talks collapsed last month, sparking a series of tit-for-tat tariff measures between Ottawa and Washington. Von der Leyen noted that the fracture in the international rules-based system drives Europe and Canada to stand together.

Scope of the expanded alliance

The commission president described the partnership as rooted in shared democratic values rather than just trade agreements. The proposed cooperation would cover advanced manufacturing, technology, defence production, the Arctic, and supply chains. Carney received a standing ovation from European lawmakers when he addressed the parliament on Thursday.
