Oracle Wisconsin AI campus faces power delays after grid review restart

Regulators in Wisconsin have restarted a review of Oracle's 1.3 GW Project Lighthouse data center, pushing customer delivery past 2027.

Review process reset to zero

The Public Service Commission of Wisconsin ended its formal review in July 2026 without issuing a decision. American Transmission Company filed 564 additional documents that altered project routes and cost estimates during the period. An administrative law judge subsequently ordered the company to restart the approval process from the beginning.

Construction progress versus grid access

Oracle's campus in Port Washington is being developed by Vantage with four data centers planned across the site. Physical construction of buildings may finish before electricity arrives because the required transmission infrastructure needs regulatory approval first. The project cannot begin serving customers at scale until the new high-voltage line receives final authorization.

Timeline shift for delivery

The original schedule for connecting the campus to the grid has been significantly impacted by these administrative changes. Regulators withdrew their previous finding of completeness after the additional documentation was submitted to the commission. This delay extends the timeline for when Oracle can fully utilize its massive artificial intelligence facility.
