Disrupted surveillance campaigns identified

The company found and stopped these activities between January and July. Anthropic stated that the incidents originated in China, Iran, and West Africa.

Targets included ethnic minorities

Reports indicate that pro-democracy figures in Hong Kong and Tibetan communities were among those targeted. Iranian minority groups and opponents of the regime abroad also faced these surveillance efforts.

Specific misuse examples found

One case involved Iranian actors identifying people through social media accounts while another used Claude to design intelligence software. Anthropic also noted that Chinese developers deceptively used the model to improve their own systems.
