Turkish technology minister warns AI authority cannot replace human responsibility
Turkish Industry and Technology Minister Mehmet Fatih Kacir spoke at the TRT World Forum on Saturday about the need for accountability in artificial intelligence systems.

Minister emphasizes human oversight
Kacir stated that while authority can be delegated to machines, responsibility must remain with humans. He warned that autonomous systems raise serious questions regarding transparency and safety. The minister argued that applications affecting individuals require stronger safeguards and meaningful human oversight.
Risks of concentrated power
The official highlighted risks including algorithmic discrimination, cybersecurity threats, and the spread of deepfakes. He noted that five companies currently control an estimated 70 percent of global AI computing power. Kacir also pointed out that more than 90 percent of notable frontier models were developed by industry in 2025.
National strategy goals
Türkiye aims to position itself among leading nations through its 2026-2030 Artificial Intelligence Action Plan. The plan targets AI literacy training for five million citizens over the next four years. Officials also seek to develop ten thousand advanced AI experts during this period.
