Cabinet review of security situation

A meeting chaired by Prime Minister Shehbaz Sharif reviewed the deteriorating law and order conditions in the province. The cabinet cited a worsening threat of terrorism and alleged disengagement from the provincial government as reasons for the recommendation. Officials stated that the federal executive would not allow the PTI-led administration to undermine economic stabilisation efforts.

Constitutional provisions for emergency

The Prime Minister's Office issued a press release confirming that advice was sent to the Presidency under Articles 232 and 234 of the Constitution. Article 232 allows the president to proclaim an emergency if internal disturbance exceeds provincial control, while Article 234 deals with governor's rule upon failure of constitutional machinery. A summary of the decision has been forwarded to President Asif Ali Zardari for his final approval.

Parliamentary powers during crisis

Constitutional rules state that parliament gains power to make laws for a province during an emergency proclamation. If the president acts alone, the proclamation must be placed before both houses of Parliament for approval within ten days. Article 233 outlines the authority to suspend certain fundamental rights throughout the emergency period.
