Court addresses decades of delay

A two-member bench led by Chief Justice Amin-ud-Din noted that consolidation started in 1979 has faced administrative and judicial hurdles for many years. The judges stated that such long litigation defeats the goal of rationalizing landholdings and creating certainty for owners. This situation causes financial hardship and forces landowners into multiple lawsuits.

Revenue authorities must act fast

The court directed officials to finish cases within statutory timelines or a reasonable period if no specific limit exists. Unnecessary adjournments must be avoided, and reasons for any unavoidable delays must be recorded in the official file. These rules specifically target the Senior Member of the Board of Revenue in Punjab.

Property rights remain protected

The judgment emphasized that valuable property rights under Article 23 of the Constitution cannot become meaningless through unwarranted delay. The FCC overturned a previous Lahore High Court order to ensure these principles are followed strictly. Revenue authorities now have a statutory obligation to exercise their powers diligently and fairly.
