New policies target workplace and schools

The administration plans to extend the Three-Tier School-based Emergency Mechanism for students. Officials also intend to expand the Healthy Mind Pilot Project to every District Health Centre. Additionally, participation in the Mental Health Workplace Charter will be broadened across the city.

The government argues that mental well-being functions as a basic component of economic infrastructure. An economy relying on high-value human capital must handle psychological distress to ensure long-term prosperity. This approach treats mental health support as a strategic investment rather than a public health luxury.
